Bieber is over in the UK as he is touring and he is also celebritating his 19th birthday.
To kick off his birtdhay celebrations Justin was partying the night away last night and was spotted heading back to his hotel topless.
Then the teen singer was spotted leaving his hotel room at 3Am to meet up with rumored new girlfriend Ella-Paige Roberts Clark!!!

Lindsay Lohan has now gone back to haveing dinners with her friends insted of going out and getting smashed after she got off with her Probation.
